i sold a home in CA. There was 3% withhold tax for CA. Can this withhold be deducted in fed income tax?

If the tax was considered state witholdings then it can be deducted on sch A of your federal return. If you do not itemize deductions then there is no other way for you to deduct the tax on your federal return.
