The latest (as far as we know) is a story from Pennsylvania where two elected judges received kickbacks for jailing kids in a detention center for cash. Granted, some of the offenses should have resulted in some kind of punishment, but the story of a 15 year-old girl being sent to a wilderness camp for mocking an assistant principal on her MySpace page. It sure must be tough to be a kid today, and even tougher to be a parent&#8230; Pennsylvania rocked by &#8216;jailing kids for cash&#8217; scandal By Stephanie Chen CNN (CNN) &#8212; At a friend&#8217;s sleepover more than a year ago, 14-year-old Phillip Swartley pocketed change from unlocked vehicles in the neighborhood to buy chips and soft drinks. The cops caught him. Hillary Transue was 15 when she appeared before a judge, accused of mocking a principal on MySpace. And I&#8217;ll place the decision in the context of our economic projections and our policy strategy. I&#8217;ll then be glad to take your questions. UPDATE: Since the evening of the budget we have been in contact with the Housing Minister who has confirmed that FHSA holders will be able to use the proceeds to pay down their mortgage after the minimum term has been satisfied (this differs slightly from the video where I stated that you could remove funds from a FHSA before the 4 year period). As I wrote in the Herald Sun on the 15/5/10: Ive been hot on First Home Saver Accounts (FHSAs) since they were announced. Heres why: Sock five grand away and the government will chip in 17 per cent and many of these accounts pay market interest of 6 per cent. Thats a 23 per cent return on your money! The cherry on top is that your earnings are taxed at 15 per cent, rather than your marginal tax rate. The only downside with FHSAs was that you effectively had to lock yourself out of the housing market for four years in order to satisfy the rules. Well, on Tuesday night Wayne Swan announced that the Government would allow you to buy a house before the qualifying period is up, and you can eventually use that money to pay down your mortgage. Anyone thinking about buying a home would be silly not to open one of these accounts. In an era of sky-high property prices, every dollar you save counts.</p>

The process began last August when the State Energy Office put out information that there were going to be .9 million available in grants for alternative energy projects for non-profits. As soon as we found out, we immediately started getting in touch with local Charleston non-profit organizations to inform them about the opportunity. When St. Christopher responded about being interested, we setup a meeting for late September 2009 and went out to view the grounds and start planning. The RFP from the State was issued in early September. The government was looking at multiple factors before approving a non-profit like St. Christopher for the grant. These included visibility of project, potential job creation, overall benefit in terms of investment and payback of the project (they needed a minimum return of .50 dollars to  spent). The grant writing process was long and hard, but St. Christopher didn&#8217;t have to worry about that. SES took care of making sure the grant was completed correctly and on time. Congressional decisions are governed by rules and legislation regarding the federal budget process. Budget committees set spending limits for the House and Senate committees and for Appropriations subcommittees, which then approve individual appropriations bills to allocate funding to various federal programs. After Congress approves an appropriations bill, it is sent to the President, who may sign it into law, or may veto it. A vetoed bill is sent back to Congress, which can pass it into law with a two-thirds majority in each chamber. Congress may also combine all or some appropriations bills into an omnibus reconciliation bill. In addition, the president may request and the Congress may pass supplemental appropriations bills or emergency supplemental appropriations bills. Several government agencies provide budget data and analysis. These include the Government Accountability Office (GAO), Congressional Budget Office, the Office of Management and Budget (OMB) and the US Treasury Department. These agencies have reported that the federal government is facing a series of important financing challenges.
