After decades of drift, denial and inaction, Rhode Island’s .8 billion pension system is in crisis. Ten cents of every state tax dollar now goes to retired public workers. Before long, Ms. Gallo has been cautioning in whistle-stops here and across the state, that figure will climb perilously toward 20 cents. Until this year, Rhode Island calculated its pension numbers by assuming that its various funds would post an average annual return on their investments of 8.25 percent; the real number for the last decade is about 2.4 percent. Long before you get to the point where all of the tax revenues are going to pensions (which would be about 40 years hence) you will have either a state bankruptcy or a revolt. There are of course functions that the State is obligated and expected to provide that go well beyond retiree pensions. When this fixed cost runs into the remaining funds the state is done. Since the implementation of the North American Free trade Agreement the American worker lost over 20 million jobs. This and similar agreements obliterated the American based manufacturing industry. It opened the doors allowing American corporations to move to foreign nations to setup shop, take advantage of slave labor, no environmental standards and no unions. The textile, electronics and part of the automotive industries are gone, Malaysia, Mexico and Canada are some the countries our manufacturing relocated to. These agreements not only affected those who lost their jobs but the businesses the workers used to purchase from, small mom and pop stores and etc. In the end it affected property values as those regions relied on manufacturing and they became depressed and run down. The outsourcing of American jobs became a huge profit maker for companies\ corporations that could relocate and this undeniably hurt the American worker and the economy. The sad part was a portion of the savings was never passed down to the consumer. Today we have a compounded problem with the lack of employment and illegal immigration. The American worker may never recover and our economy will continue to spiral downward. If this trend continues in approximately 10 years there will be no middle class just the rich and the poor.
