Can you claim somebody on your taxes that lived with you for an entire year, but worked only 3 months?

I had a friend live with me for an entire year, but only worked 3 of the months and earned less than $3200. I claimed her on my 2004 taxes, but she didn’t work at all. Can I claim her on my taxes, even if she filed herself?
What if she has already filed her taxes and didn’t put that she could be claimed by somebody else?

  2. You may not claim a personal exemption for a person who is not related to you.

    Form 1040 Instructions, pages 19-21.
