Is there a way to pay people & thier tax on a job by job basis, without ABN numbers or employment contracts?

I would simply like to have a list of people who i am able to contact if appropriate work is available for them. These people are not likely to have ABN numbers, however they will obviously have Tax File Numbers. I do not want to be their employer or be responsible for sick days/holiday pay ect… Of course i will need to pay their tax in someway and keep everything legal. Therefore any good accountants out there i would really appreciate the help. If you happen to be in Perth you can even do my book keeping in the future! Thank you for you help.
