I spoke to Ms. Wyberg whose ID number is 2504801.  She said that if you are in arrears to the Department of Education for student loans your entire refund may be garnished to satisfy or partially satisfy the debt.

She said there is one exception that involves an injured spouse but I was unable to get in contact with a person at IRS who could tell me about that.
